When true allows pop-up menus to appear when the user right-clicks in the Label Designer. When false the pop-up menus are disabled IF useMenuBar is also false.
As there must be a way of accessing menus in the LabelDesigner, useRightMenus if set to true if the LabelDesigner is displayed with useMenuBars set to false.
